Blacksad is Pendulo's first game based on a license and its first to use fully 3D graphics. The project began in late 2016 at the suggestion of Microïds, part of the same media conglomerate that owns Blacksad publisher Dargaud.

Blacksad: Under the Skin is a three-dimensional platform adventure game. The gameplays of Telltale Games and of Team Bondi's L.A.'s Noire and Sherlock Holmes of Frogwares: The Wife of the Devil's have been contrasted. BlackSad doesn't have an inventory, which forgets a click-and-pick interface to support direct character control in contrast to Pendulo Studios ' previous games. Play is focused on selection and the decisions of the player affect the relationship of the game with other characters throughout the universe. Depending on the player's choice the course of the plot will change.
Blacksad has fast time events, timed sequences and scenes where the player has to find hints in the environment. Through testing, the improved feline senses of John Blacksad allow the player to slow down time and to see sensory observations that are then applied to the player's hint list. From here, the player can combine hints in order both to develop the main story and to solve optional side inquiries.
Blacksad: The Spanish company Pendulo Studios, the longest-running developer of the country, is currently manufacturing Under the Skin. He used to be responsible for games like the Runaway and the franchises for Hollywood Monsters. Initially YS Interactive helped Blacksad's team. Pendulo said that, directly after the two enterprises completed Yesterday Origins in November 2016, the idea to adapt the Blacksad comic series in one game was first proposed by the published Pendulo Microïds. The same press distributor as Blacksad publisher Dargaud belongs to Microïds. Even if Pendulo had never previously been licensed,
Josué Monchán's development company noted that the team was "long fans of Blacksad" and immediately accepted the idea. The group also went through a presentation and introduced it to the editors of Dargaud and Blacksad, who supported it. In June 2017, the venture was accidental and originally planned for completion by the end of 2018. "In the world of games, the news was received with a shrug, and in the comic-scene people incoherently yelling," writes Giada Zavarise of Roch in Paper and Shotgun in the announcement. Gameblog's Elmer-Haerrig called the plan a "gamble" for Pendulum, because "under skin there's a range of players that are both graphic novel-philes.
Pendulo decided to create an original story with the aid of comics writers not based on any Blacksad implementation but still informed and motivated by the existing series. Guarnido said "the plot is good and we have been vigilant not to intervene in the comic series events." The tale of the match is technically known as non-canonical and will concentrate on bribery in athletics and on the influence of TV on sports in the 1950s. Monchán advised RTVE that Pendulo "would like to address an issue not discussed yet by Guarnido and Canales."
Blacksad is the first 3D player Pendulo can use. Lead animator Carlos Hernández said the game "was a great problem" for the team to Mundo Deportivo, especially due to its small size. The squad were also called into question by game design: Pinilla found out that Pendulo was trying to rekindle the experience of Blacksad comics in an interactive way and to "find the elements which make you feel that you're researching everything," instead of simply observing an investigation.
